MORGANTOWN, W.Va. (WV News) — Monongalia County commissioners unanimously voted to release more than $900,000 in American Rescue Plan Act funds for a variety of infrastructure projects.

The projects were first discussed back in April, and Wednesday’s vote was just formalizing the agreements so they could move forward, Commissioner Sean Sikora said.

Regular ARPA dollars covers $903,200 of the costs, and there is $30,000 from revenue replacement funds, Sikora said.

Money was awarded to the following entities:

• $400,000 to Little Creek Public Service District

• $436,000 to Clay Battelle Public Service District

• $20,000 to Ministers Run Water Association

• $30,000 to Monongahela River Trails Conservancy

“The theme of the projects are that they're all pretty much infrastructure, water and sewer infrastructure projects, that help either better the systems or provide more service,” Sikora said. “So that's really the spirit of ARPA — dollars, water, sewer, broadband.”

Without the ARPA money, the costs for these kinds of projects would have fallen to ratepayers, he said.

County Administrator Renetta McClure said the city of Morgantown and Morgantown Utility Board are working on an agreement for Popenoe Run. The county has its own agreement for a Morgantown Industrial Park project.

Sikora said there is also still the WestRidge project by MUB which the commission hasn’t formally done anything with because they’re still working on it.

The funding will cover six projects for the Clay-Battelle PSD. They are:

• 700 feet of 6 inch HDPE line replacement on Days Run

• Replacing exposed PVC line on Jakes Run

• Replacing a dated underground pump station

• 960 feet of line expansion on Range Road

• Line replacement under Dunkard Creek in Pentress

• Installation of master “flow” and leak meters in sections to further narrow the 112 mile system to quickly reduce water loss from leaks and stress on distribution system

Little Creek PSD will use the money for two projects: Replacing a waterline extension along Gillespie Road and Olive Ann Drive area in addition to two water system upgrades along a section of Halleck Road; and upgrading the Meadowdale Booster Pump Station along Smithtown Road in Winfield District (Marion County).

Sikora said even though the LCPSD isn’t in Monongalia County, it provides service to more Mon residents than Marion ones.

“We look at things like that and how can it serve our citizens,” Sikora said. “We didn't worry about county lines.”

Projects for Ministers Run Water Association include pipe replacement, blow off valve installations, new meters and copper setters and a leak detector.

The Mon Rivers Trail Conservancy will use the money to restore the surface and upgrade the drainage on a 5 mile section of the Mon River Rail-Trail from Opekiska Road to Pricketts Bridge.

The WV Botanic Garden will use the funds for water and sewer infrastructure at the proposed event center.
